Why Your Steering Wheel Shakes When Braking
A steering wheel that shudders or vibrates when you apply the brakes is most often caused by uneven front brake rotors, what people call 'warped' rotors. The rotor surface develops thickness variation or runout, so as the brake pads clamp a rotor that isn't perfectly flat, the pulsation travels up through the suspension and into the steering wheel. Because this is a braking-system symptom, it's worth addressing promptly even though the car is usually still drivable.

Warped or uneven front brake rotors
Thickness variation or excessive runout in the front rotors is the most common cause. As the pads grip the uneven surface, the rotor pushes them in and out rapidly, sending a pulsing shake straight to the steering wheel. Heat from hard or prolonged braking is the usual culprit.

Uneven brake pad deposits
Pad material can transfer unevenly onto the rotor (often from aggressive braking or riding the brakes), creating high and low spots that feel just like a warped rotor when braking.

Worn or sticking brake caliper
A caliper that drags or doesn't release evenly can overheat one rotor and cause uneven wear, leading to vibration under braking.

Loose or worn suspension/steering components
Worn tie rods, ball joints, or wheel bearings let the wheel move slightly, which amplifies any braking vibration and is felt through the steering wheel.

Improperly torqued or overtightened lug nuts
Lug nuts tightened unevenly or too tight can distort the rotor over time, leading to runout and a shaking steering wheel during braking.
What to do
The car is usually safe to drive in the short term, but a shaking steering wheel under braking means your braking performance is compromised, so don't put off repairs. Have a shop measure rotor thickness variation and runout; rotors can sometimes be resurfaced but are often replaced in pairs, and pads are typically replaced at the same time. If the shake is severe, accompanied by grinding, or the brake pedal pulses hard, get it inspected right away.
