NHTSA closed its investigation in 2002 without a recall, but Ford issued a 2001 TSB to grind the tab flush, began installing protective shield kits on police Crown Victorias in 2002, and — after a fatal 2003 limousine fire — extended free shield kits to Town Car limousine/livery operators in September 2005.
