On the 2007-2019 Nissan Versa, the Versa's manual-climate HVAC uses a resistor pack (Nissan p/n 27150-EY00A on early cars) mounted in the air ducting next to the blower motor to drop voltage for the low and mid fan speeds; only the top speed bypasses it through a relay. The resistor element runs hot, and it runs hotter still once the cabin air filter clogs or the blower motor's brushes wear and start drawing extra current, so the low-speed elements open up. The classic signature is losing speeds 1, 2, and 3 while speed 4 still blasts. Because the resistor and the blower share the same failure driver, a resistor that burns out a second time usually means the blower motor itself is the root cause. The part sits on the left-hand side of the HVAC case and on most Versas the accelerator pedal assembly has to come out to reach it, which is why shop quotes look high for a sub-$25 part.

How to Fix
Confirm the pattern: if only the highest fan speed works, replace the blower motor resistor pack. Replace the cabin air filter at the same time — a restricted filter is the most common reason the resistor cooked. If the resistor has failed once before, or if the blower was noisy/whining beforehand, replace the blower motor along with it, since a current-hungry motor will burn the new resistor out again. If no speeds work at all, check the blower fuse and blower relay first, not the resistor. Access on most Versas requires removing the accelerator pedal assembly to reach the resistor in the duct.
